Consistent document layout
Each page has four types of blocks: header, index,
content, footer.
All pages have headers and footers. One or both of the index or content
blocks will be present. If a content block has multiple parts then each
part starts with an "pair of eyes" separator that look into each part.
Navigation links are present in both the header and the footer.

Documents that are still being developed are marked
at the beginning of the header with

Orient users that jump into the middle of a document
All Fresco documents start with
in the header, which is a link to the beginning document
for exploring Fresco. This is followed by a section title.

Indicate new information
New sections of information are marked with
. The
is use to mark
bullets that lead to the new sections.
New information are things that have been added or changed in the last month.
Each document has the date that it was last changed at the end of the footer.

Encourage user feedback
The top level document contains a quick wish form so that
users can bip off a wish with very little overhead. The quick wish format
that we are trying is:
